INTRODUCTION

MSP Foundation is the entry level certification for Managing Successful Programmes. It is the qualification for project management professionals who are ready to move beyond individual projects and start thinking at programme level.

If you have spent years delivering projects successfully and you are now being asked to manage multiple projects, coordinate their outputs and deliver a strategic outcome, MSP gives you the framework to do that effectively.

Most project managers understand how to manage a single project. MSP develops the skills to manage a group of related projects that together deliver something bigger than any individual project could achieve.

That is the transition from project manager to programme manager. And it is one of the most significant career steps in the project management profession.

WHAT IS MSP?

MSP stands for Managing Successful Programmes. It is a globally recognised framework for programme management developed by PeopleCert in partnership with experienced programme managers from across government and industry.

The current version is MSP 5th Edition, released in 2020. This version updated the framework to reflect modern programme environments including greater emphasis on benefits realisation, stakeholder engagement and organisational change.

MSP is widely used in central government, large public sector organisations and major private sector companies. It is the de facto standard for programme management in the UK and is recognised internationally.

MSP provides a structured approach to:

Defining what a programme is trying to achieve and why. Organising and governing a group of related projects. Managing the delivery of benefits across the programme lifecycle. Engaging and managing stakeholders at all levels. Controlling risk, change and quality across the programme. Transitioning outputs from projects into lasting organisational change.

PROJECTS VERSUS PROGRAMMES

Understanding the difference between a project and a programme is fundamental to MSP.

A project delivers a defined output within agreed time, cost and quality constraints. It has a clear start and a clear end. When the output is delivered, the project closes.

A programme delivers a strategic outcome by coordinating a group of related projects and other activities. The outcome is typically a change in organisational capability, behaviour or performance. A programme may run for several years and involve dozens of projects.

The distinction matters because the skills required to manage a programme are different from the skills required to manage a project. A programme manager needs to think strategically, manage ambiguity, engage senior stakeholders, and focus on benefits rather than outputs.

MSP develops all of these skills.

THE MSP FRAMEWORK

MSP is organised around three core concepts that run throughout the programme lifecycle.

Principles MSP has seven principles that define what makes a programme a programme and how it should be governed. They include remaining aligned with corporate strategy, leading with a vision, focusing on benefits, adding value, designing and delivering a coherent capability, learning from experience and building the team.

Themes MSP has seven themes that are actively managed throughout the programme. Organisation defines the governance structure. Vision defines what the programme is trying to achieve. Leadership and stakeholder engagement manages relationships. Benefits management ensures the programme delivers real value. Blueprint design and delivery defines the future state. Planning and control manages progress. The business case justifies the investment.

Transformational Flow The transformational flow defines the journey from the initial idea for the programme through to its closure. It covers identifying the programme, defining it, managing the tranches of delivery, delivering the capabilities and realising the benefits.

THE SEVEN PRINCIPLES OF MSP

Remaining Aligned with Corporate Strategy A programme exists to deliver strategic objectives. If the programme drifts from those objectives or the corporate strategy changes, the programme must adapt or be stopped. Programme governance must ensure continuous alignment with what the organisation is trying to achieve.

Leading with a Vision A clear, compelling vision of the future state is essential for a successful programme. The vision defines what success looks like. It motivates teams, guides decision making and provides a reference point against which progress can be measured.

Focusing on Benefits and Threats to Them Programmes deliver benefits, not just outputs. Benefits are the measurable improvements that result from the change the programme brings about. MSP places benefits management at the heart of programme governance. Every decision is evaluated in terms of its impact on the benefits the programme is intended to deliver.

Adding Value A programme should deliver more value than could be achieved by managing the individual projects separately. The programme adds value through coordination, shared governance, integrated planning and the management of interdependencies between projects.

Designing and Delivering a Coherent Capability A programme delivers a new or improved organisational capability. That capability must be designed holistically, with all the components needed for it to work effectively. MSP provides guidance on how to define, design and deliver that capability in a coherent way.

Learning from Experience Programmes run for extended periods and involve many people. Capturing and applying lessons throughout the programme is essential. MSP builds continuous learning into the programme governance structure.

Building the Team A programme involves many people from many disciplines. Building an effective programme team requires clear roles, strong leadership, open communication and a shared commitment to the vision. MSP provides guidance on how to develop and sustain an effective programme organisation.

THE SEVEN THEMES OF MSP

Organisation This theme defines the governance structure of the programme. Who is the Sponsoring Group? Who is the Senior Responsible Owner? Who is the Programme Manager? Who is the Business Change Manager? MSP defines specific roles with specific accountabilities to ensure the programme is governed effectively at every level.

Vision This theme defines and maintains the vision statement. The vision describes the future state that the programme is working towards. It is the reference point for all programme decisions. Everything the programme does should be traceable back to the vision.

Leadership and Stakeholder Engagement This theme manages relationships with everyone who has an interest in the programme. Stakeholder engagement is not a communications exercise. It is a leadership responsibility. MSP provides guidance on how to identify, analyse and engage stakeholders in a way that builds commitment and manages resistance to change.

Benefits Management This theme ensures the programme delivers real value. Benefits are identified, defined, measured, tracked and realised throughout the programme lifecycle and beyond. MSP places benefits management at the centre of programme governance because benefits are the reason the programme exists.

Blueprint Design and Delivery This theme defines the future state that the programme will deliver. The blueprint describes what the organisation will look like when the programme is complete. It covers people, processes, technology and information. The blueprint is the reference point for all design and delivery decisions.

Planning and Control This theme manages progress across the programme. Programme planning operates at a higher level than project planning. The programme plan coordinates the delivery of multiple projects and other activities. Progress is monitored through regular reporting and governance reviews.

The Business Case This theme justifies the programme investment. The business case describes the costs, benefits, risks and timescales for the programme. It is reviewed and updated throughout the programme lifecycle to confirm the programme remains a worthwhile investment.

THE MSP FOUNDATION EXAM

The MSP Foundation exam tests your knowledge and understanding of the MSP framework.

Format: 50 multiple choice questions. Duration: 40 minutes. Pass mark: 55 percent. 28 correct answers out of 50. Closed book. No reference materials permitted. Delivery: Online with a live PeopleCert proctor.

The questions test whether you understand the principles, themes and transformational flow of MSP and can identify correct applications of the framework.

WHO IS MSP FOUNDATION FOR?

MSP Foundation is for project management professionals who are ready to develop their programme management capability.

Foundation is the prerequisite for MSP Practitioner. You cannot sit the Practitioner exam without first holding Foundation certification.

HOW LONG DOES IT TAKE TO PREPARE?

Most candidates with project management experience prepare for MSP Foundation in four to six weeks of consistent study, dedicating one to two hours per day.

If you already hold PRINCE2 certification, some of the governance concepts will be familiar and preparation may be shorter.

If you are new to programme management, allow more time to understand the distinction between project and programme management before focusing on the MSP framework specifically.
