M_o_R 4 Practitioner is the certification for Management of Risk. It is the qualification that demonstrates you understand how to identify, assess and manage risk across an organisation. At every level. In every context. With real governance rigour.

WHAT IS M_o_R?

M_o_R stands for Management of Risk. It is a globally recognised framework for risk management developed by PeopleCert. The current version is M_o_R 4, released in 2022.

M_o_R provides a structured approach to identifying, assessing and managing risk that can be applied at four levels within an organisation.

Strategic level. Risk management at the level of organisational direction and major investment decisions. Programme level. Risk management across a group of related projects delivering a strategic outcome. Project level. Risk management within individual projects. Operational level. Risk management in day to day business operations.

Most risk management frameworks focus on one level. M_o_R provides guidance on how to manage risk consistently across all four levels and how to ensure that risk information flows appropriately between them.

WHY RISK MANAGEMENT MATTERS

Risk management is not about filling in a risk register. It is about making better decisions under uncertainty.

Every project, programme and strategic decision involves uncertainty. Things might go wrong. Things might go better than expected. Opportunities might emerge. Dependencies might fail. Assumptions might prove incorrect.

THE M_o_R FRAMEWORK

M_o_R is built around four core concepts that provide a complete approach to risk management.

Principles M_o_R has eight principles that define what effective risk management looks like. They include aligning with objectives, fitting the context, engaging stakeholders, providing clear guidance, informing decision making, facilitating continual improvement, creating a supportive culture and achieving measurable value.

Approach The M_o_R approach defines how the principles will be implemented in a specific organisational context. It covers the risk management policy, the risk management process guide, risk registers and issue logs, and the communication approach for risk information.

Process The M_o_R process defines the steps for managing risk. Identify. Assess. Plan. Implement. Communicate. Each step builds on the previous one to create a continuous cycle of risk management activity.

Embedding and Reviewing This element addresses how risk management is embedded into organisational culture and how its effectiveness is reviewed over time. Risk management is not a one off activity. It needs to be embedded into the way the organisation works and reviewed regularly to ensure it is delivering value.

THE EIGHT PRINCIPLES OF M_o_R

Aligns with Objectives Risk management must be aligned with the objectives of the organisation, programme or project it serves. Risks are only relevant in the context of what you are trying to achieve. M_o_R ensures that risk management stays focused on protecting and enabling the delivery of objectives.

Fits the Context Risk management must be tailored to fit the context in which it is being applied. A small project requires a lighter touch than a major government programme. M_o_R provides guidance on how to scale risk management appropriately without losing rigour.

Engages Stakeholders Risk management cannot be done in isolation. Stakeholders at all levels have knowledge, perspectives and concerns that are relevant to risk. M_o_R builds stakeholder engagement into the risk management process to ensure that risk information is complete and that risk responses have appropriate support.

Provides Clear Guidance Risk management must be supported by clear policies, processes and guidance that everyone involved can understand and apply consistently. M_o_R provides the framework for developing and maintaining that guidance.

Informs Decision Making The purpose of risk management is to inform better decisions. Risk information must be communicated clearly to decision makers at the right time in the right format. M_o_R defines how risk information flows through the governance structure to support effective decision making.

Facilitates Continual Improvement Risk management improves over time as experience accumulates and lessons are learned. M_o_R builds continual improvement into the risk management framework through regular reviews and the capture and application of lessons.

Creates a Supportive Culture Effective risk management requires a culture in which people feel comfortable raising concerns, reporting problems and challenging assumptions. M_o_R addresses the cultural dimensions of risk management and provides guidance on how to develop a risk aware culture.

Achieves Measurable Value Risk management should deliver measurable value to the organisation. It should protect against threats, exploit opportunities and support better decision making. M_o_R provides guidance on how to measure and demonstrate the value that risk management delivers.

THE M_o_R PROCESS

The M_o_R process provides a structured approach to managing risk through five steps.

Identify This step identifies the risks that face the organisation, programme or project. Risks are identified through a variety of techniques including workshops, interviews, checklists and assumption analysis. Both threats and opportunities are identified.

Assess This step assesses the risks that have been identified. Each risk is evaluated in terms of its probability and impact. Risks are prioritised based on their overall risk exposure. The assessment considers both the inherent risk before any responses are applied and the residual risk after responses are in place.

Plan This step defines how the organisation will respond to the risks that have been identified and assessed. Response options include avoiding the risk, reducing the probability or impact, transferring the risk to a third party, accepting the risk or exploiting an opportunity.

Implement This step puts the planned responses into action. Risk owners are assigned. Risk actions are tracked. The effectiveness of responses is monitored. New risks emerging from the implementation of responses are identified and managed.

Communicate This step ensures that risk information is communicated to the right people at the right time in the right format. Risk reporting is tailored to the needs of different audiences. Senior stakeholders receive summary level information. Operational teams receive detailed information about the risks they are managing.

THE M_o_R PRACTITIONER EXAM

The M_o_R Practitioner exam tests your ability to apply the M_o_R framework in a real organisational context.

Format: Objective testing questions based on a scenario. Duration: 150 minutes. Pass mark: 55 percent. Open book. You may use the official M_o_R manual during the exam. Delivery: Online with a live PeopleCert proctor.

Unlike PRINCE2 and MSP, M_o_R does not have a separate Foundation level. Practitioner is the entry level certification for M_o_R. This means the exam covers both knowledge and application in a single assessment.

The open book format does not make the exam easy. There is not enough time to look everything up. You need to know the framework well enough to navigate the manual quickly and apply it accurately to the scenario.

HOW LONG DOES IT TAKE TO PREPARE?

M_o_R Practitioner is the only level available for this qualification. There is no Foundation exam to complete first. This means the preparation covers both knowledge and application of the framework.

Most candidates with project or programme management experience prepare in four to six weeks of consistent study, dedicating one to two hours per day.

If you are new to formal risk management frameworks, allow more time to understand the principles and process before focusing on scenario based application.

The key is working through practice questions that test your ability to apply the framework to real situations. Do not just read the manual. Practice applying it.
